Behavioural Economics and Public Policy
Brief Description
This webinar will focus on the use of behavioural insights towards pro-environmental behaviours and public service delivery. Toby Park will introduce BIT’s 'EAST' framework (making behaviours easy, attractive, social and timely), applied to pro-environmental behaviours across energy, food, transport and waste. Alexander Clark will showcase BIT’s work in public service delivery across different fields and countries, including a tax trial in Indonesia, reducing corruption in Colombia, and waste recycling in Bhutan. The presentations will be followed by a panel discussion on the applicability of such behavioural experiment and nudges in the context of Pakistan.

Toby leads the energy, environment, and sustainability work at BIT, covering topics as diverse as energy, water, mobility, food systems, circular economy and wildlife conservation. His expertise lies in the psychology of pro-environmental action at the individual and societal level. He has delivered in excess of 50 projects designing and testing behavioural policy, communications, and interventions for government departments, environmental NGOs and environmentally conscious businesses around the world. He has led much of BIT’s thought leadership in the application of behavioural science to climate and environment, including on sustainable diets, electric vehicle adoption, green nudges, and nature conservation. Toby’s background is in psychology and engineering. Most recently he has been advising the UK government on the public engagement and behavioural dimensions of its Net Zero Strategy.

Alexander is the Principal Advisor at BIT for the Asia Pacific region. He joined the Singapore office when it first began, and now works on much of BIT’s overseas work in the region. This has included both conservation work in China and Indonesia, as well as COVID-19 response in Bangladesh. Before joining BIT, Alex was a project manager at the Bank of England for big data and regulatory work – including UK Stress Testing and the SONIA benchmark – as well as working on Bank of England research around communications with firms. He has completed his masters in sociology and anthropology from the University of Edinburgh.

Dr Uzma Afzal is an Assistant Professor at Mushtaq Ahmad Gurmani School of Humanities and Social Sciences (MGSHSS), Lahore University of Management and Sciences. She has a PhD in Economics from the University of Nottingham and a Post-Doc from New York University Abu Dhabi. She is a Fellow at the Center for Behavioral and Institutional Design (C-BID) NYUAD and an Associate Fellow at the Institute of Development and Economic Alternative (IDEAS), Pakistan.
Dr Afzal’s research interests lie in behavioral and experimental economics and applied microeconomics to study topics in development such as education, health, and poverty alleviation. She has also worked extensively on gender, social norms and decision-making as well as microfinance and firm behavior. He recent projects study the impact of nudges on behavioral change. 4. Sher Afghan Asad (LUMS)

Dr. Sher Afghan Asad is a behavioural and public economist. He is an Assistant Professor in the Economics Department of the Lahore University of Management Sciences (LUMS) and a Fellow and Director of Public Finance Cluster at the Mahbub ul Haq Research Centre. His broad area of interest includes the economic development of low- and middle-income countries with a specific focus on fiscal sustainability, the efficient functioning of markets, and the economic inclusion of marginalized groups.
He completed his Ph.D. in Economics as a Fulbright scholar from the Iowa State University and his M.Sc. in Economics from the Lahore University of Management Sciences.

Dr Omar Mukhtar is the Team Leader of the FCDO-funded Sustainable Energy & Economic Development (SEED) programme in KP. He is an experienced Governance Advisor with a demonstrated history of working in the international development sector and has worked with Department for International Development (now FCDO) for over eight years. He has extensive networks with international donor organizations and is skilled in Institutional restructuring, Public Financial Management, Decentralization, International trade, and Taxation. He has previously worked for Customs, VAT and Planning ministries. Omar has done his master’s in Public Administration and Development from Harvard University’s John F. Kennedy School of Government, besides trainings in management, revenue efficiency and leadership from Civil Services Academy.

Nazish Afraz is a Teaching Fellow at the Department of Economics at the Lahore University of Management Sciences. She has worked in public policy research in the UK and in Pakistan. Research interests include industrial development and trade. She has completed an MPhil in Economics from the London School of Economics and Political Science, and an MSc in Economics and Finance from the University of Bristol. Fifteen years of teaching experience in an adjunct faculty position at LUMS (Pakistan) and LSE (UK). Trained to teach BCURE, a Harvard University designed training program to equip civil servants to become more effective commissioners and consumers of evidence. Affiliated with the Consortium for Development Policy Research for research on a range of issues such as China Pakistan Economic Corridor, tourism, free trade agreements, SME policy.
